On November 18, the Toronto Police announced the arrest and charging of a “SIM Swapper” with six counts of fraud, including impersonation to gain an advantage, interception of communications, and fraud exceeding $5,000. The accused, a young man from Toronto, developed a relatively simple method for defrauding his victims.

Modus Operandi: The investigation revealed that the suspect used a telecommunications employee’s credentials to contact his victims and transfer their phone numbers to his own device. Once he had access to the information stored on the victims’ phones, he accessed various financial platforms and transferred funds from the victims’ accounts to his own. The investigation, dubbed “Project Disrupt,” began in June 2023 and involved multiple telecom companies that had reported suspicious activities over the years. The police disclosed that the suspect skillfully exploited weaknesses in two-step authentication processes and compromised over 1,500 cellular accounts across Canada.

Toronto police credit their success to the collaborative efforts between the Financial Crimes Unit and the Coordinated Cyber Centre Unit.
