MOSCOW, Russia (MNTV) — Russian President Vladimir Putin has signed legislation banning the sale of vapes and electronic cigarettes to minors and tightening restrictions on nicotine advertising and flavored products, state media reported Friday.
The law, approved by both chambers of parliament, prohibits the sale of e-cigarettes, refills, and related components to individuals under 18. It also bans the online sale of vaping products and limits the use of additives and flavorings that appeal to children.
Health Minister Mikhail Murashko said the legislation was necessary to curb what he described as a “dangerous rise in youth nicotine addiction.” He noted that the number of teenage vapers in Russia has more than tripled over the past five years.
Under the new rules, the production and marketing of flavored vape liquids — such as fruit, candy, or dessert variants — will be heavily restricted. Violations could lead to steep fines or suspension of business licenses.
The government will also introduce stricter labeling and packaging requirements, mandating prominent health warnings similar to those on cigarette packs.
Lawmakers say the move aligns with Russia’s broader anti-smoking campaign, which has already banned indoor smoking and restricted tobacco advertising.
“Vaping is not a safe alternative to smoking — it’s a gateway,” said State Duma health committee member Boris Mendelevich. “We are protecting the younger generation from nicotine dependence disguised as lifestyle marketing.”
Retailers have been given six months to comply with the new regulations, which take effect in mid-2026.
