‘Peace process in Bangsamoro at sensitive juncture’
Third Party Monitoring Team for Comprehensive Agreement on the Bangsamoro says implementation remains incomplete
BRUSSELS, Belgium (MNTV) — The Third Party Monitoring Team (TPMT) for the Comprehensive Agreement on the Bangsamoro (CAB) has stated that implementation of the agreement remains incomplete, and the overall peace process is at a very sensitive juncture as a result of the continuing delays and obstacles.
In order to succeed in realizing the full potential of the CAB both parties will need to re-commit to the principles which underpin this shared journey, it said in a statement on the 12th anniversary of the signing of the agreement.
The CAB established a pathway to a more peaceful future for all citizens of the Bangsamoro Region, and for the Philippines as a whole, it said.
The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) have made tremendous progress along that path in the 12 years since the landmark signing ceremony in Malacañang Palace.
Key among those principles is the recognition that the path can only be traveled together, and requires both parties to commit equally to the responsibilities enshrined in the agreement, it added.
The CAB specifically includes reference to “parity of esteem” as a way to encapsulate the mutual respect which is necessary in this shared journey. Neither party can truly succeed on this path to peace without walking together. That requires a deep respect for each other, and a commitment to always invest in meaningful dialogue and joint implementation.
Equally important is the commitment to a new Bangsamoro that is “truly democratic”. This highlights the vital importance of moving ahead with the first parliamentary election in September 2026. There have been postponements in the election for a variety of reasons, but ultimately the citizens of BARMM need to choose their representatives.
Lastly, the Agreement is underpinned by the commitment to “meaningful self-governance” for the citizens of the Bangsamoro, which necessitates decision-making grounded in BARMM.
“We as TPMT continue to work towards realization of the full aspiration of the CAB. We commit, together with the Parties and all stakeholders, to remain invested until the full implementation of CAB,” said the TMPT. “The CAB has opened the path to lasting peace for the Bangsamoro. We call upon the Parties to continue to manifest their full commitment to the spirit and letter of the CAB, including at the highest levels.”
