Muslim “Mega City” in Plano, Texas, Achieves Legal Victory.
A proposed Muslim-led city in Texas is one step closer to becoming a reality after a judge ruled that the state must honor agreements with the developers.
The East Plano Islamic Community (EPIC) mosque is aiming to create a new neighborhood for its members just outside of Dallas, near the town of Josephine. The Project was rebranded as “The Meadow” in 2025.
The Project features a sprawling mosque with a beautiful green dome and can accommodate 3,200 worshippers, making it one of the largest mosques in Texas. The ‘city’ will include 1,000 homes, green spaces, and schools.
Several members of the EPIC community expressed surprise at the controversy surrounding the Meadow proposal when local media visited their homes. “It’s not just for Muslims; anyone can live there. The majority are Muslim,” explained 19-year-old Fatmeh Zeidan in December.
This news comes as a relief, given that notable figures, including Texas Governor Greg Abbott and State Attorney General Ken Paxton, as well as many residents, have opposed the Project multiple times over the past few years. Their main concern has been the unfounded fear that “Muslims will impose Sharia law” in Texas. This reaction highlights how hate and bigotry can turn even educated individuals sitting in responsible positions into rank idiots.
Developers received a significant win when a Travis County Judge ruled that the Texas Workforce Commission (TWC) must comply with the terms of an agreement reached with Community Capital Partners, the Project’s developer.
The TWC had previously stalled progress, claiming the developers were under investigation for potential fair housing violations. In response, Community Capital Partners filed a lawsuit against the agency, arguing that it failed to acknowledge or advance the fair housing policies they had submitted.
This week, the Travis County judge sided with the developers, denying the state’s request to dismiss the case and allowing the Project to move forward.
“This ruling confirms what we have maintained from the beginning: Community Capital Partners has been willing, ready, and committed to following Texas law at every step,” stated the company’s president, Imran Chaudhary. “We have done nothing wrong, and this decision reflects that.”
Not so fast, countered Governor Abbott’s team. The TWC called the court’s ruling “flawed” and said it ignores substantial evidence suggesting the developers are violating the Fair Housing Act. “This development remains under active investigation with our federal partners at the U.S. Department of Housing and Urban Development (HUD). We are taking immediate steps to appeal this decision,” the agency informed The Dallas Morning News.
Governor Abbott commented on X regarding the decision, stating, “This erroneous court ruling has already been appealed and halted. Additionally, the so-called city is the subject of other litigation and countless investigations. It will never see the light of day.”
