Egypt unveils $27B AI-powered cognitive city project
New Cairo development aims to boost investment, jobs, and smart infrastructure through advanced artificial intelligence systems
CAIRO, Egypt (MNTV) — Egypt has announced plans for a major artificial intelligence-driven urban development east of Cairo, positioning the project as a flagship step in the country’s economic and technological transformation.
The initiative, known as “The Spine,” was launched by Talaat Moustafa Group in the presence of Prime Minister Mostafa Madbouly, with total investments estimated at around $27 billion.
Described as Egypt’s first “cognitive city,” the project is designed to integrate artificial intelligence into core urban systems, enabling real-time management of services such as energy, transportation, and security.
Unlike conventional smart cities, the development will rely on a centralized digital infrastructure capable of learning and adapting to changing conditions.
Planned within the existing Madinaty urban area, the project will span approximately 2.4 million square meters and include 165 residential, commercial, and hospitality towers.
Around 70 percent of the land is expected to be allocated to green spaces, while an underground logistics network will support operations beneath the surface.
Officials said the city will function as a major business and investment hub, supported by a dedicated investment framework aimed at attracting foreign capital. Residents and businesses are expected to interact with city services through a unified digital platform.
The development is projected to contribute about one percent to Egypt’s gross domestic product, generate substantial tax revenues, and create tens of thousands of jobs both directly and indirectly.
Healthcare services within the project are set to be supported by Houston Methodist, while planners anticipate significant international visitor inflows once the city becomes operational.
Talaat Moustafa Group CEO Hisham Talaat Moustafa described the project as a milestone in next-generation urban development, while Madbouly said it reinforces Egypt’s position as an attractive destination for investment despite global economic uncertainty.
