Azerbaijan to impose fines on e-cigarettes sellers
Azerbaijan will introduce fines for the use, import, export, production, wholesale and retail sale of electronic cigarettes
BAKU, Azerbaijan (MNTV) –Azerbaijan will introduce fines for the use, import, export, production, wholesale and retail sale of electronic cigarettes, as well as for storing them for the purpose of sale.
According to Trend News Agency, the proposed measures are outlined in a draft law amending the Code of Administrative Offenses, which was discussed at a meeting of the Committee on Legal Policy and State Building of the Milli Majlis.
Under the draft amendments, the import, export, production, wholesale and retail sale of electronic cigarettes and their components — along with storing them for sale — would constitute an administrative offense. The legislation provides for confiscation of the relevant goods in addition to monetary penalties.
The proposed fines would range from 350 to 500 manat ($206 to $294) for individuals. Officials could face penalties between 1,650 and 2,200 manat ($971 to $1,295), while legal entities would be fined from 4,000 to 5,000 manat ($2,353 to $2,941).
If adopted, the amendments will enter into force on April 1, 2026.
A broader ban on the import, export, production, storage, sale and use of electronic cigarettes in Azerbaijan is also scheduled to take effect on April 1, 2026.
