BAKU, Azerbaijan (MNTV) — President Ilham Aliyev on Monday announced that Azerbaijan now leads its region with 100 percent broadband internet coverage, positioning the country as a digital frontrunner as it hosts one of the world’s largest telecommunications development gatherings.
In a message to participants of the International Telecommunication Union’s World Telecommunication Development Conference (WTDC-25), Aliyev also said Azerbaijan has become a leader in digital identity services. He highlighted that SIMA, the country’s biometric digital signature platform, now has 3.6 million registered users and is integrated across more than 80 state information systems.
“It is no coincidence that Azerbaijan has been placed in the highest category of the United Nations E-Government Development Index,” Aliyev said. He added that the government aims to enter the index’s top 40 within five years.
At a press conference, Deputy Minister of Digital Development and Transport Samaddin Asadov echoed the president’s remarks, calling Azerbaijan “one of the few countries” with full broadband access across its entire territory.
The achievement, he said, allows Baku to serve as both a regional model and a contributor to global digital-inclusion efforts.
Asadov underlined the stakes of WTDC-25, saying that 2.6 billion people worldwide still lack reliable internet access. “The main goal is to expand affordable, high-quality internet to this population and narrow the global digital divide,” he said.
Around 2,500 delegates from more than 160 countries are attending the conference, including representatives from the United States, Germany, Turkey, Russia, France, Israel, Japan and China. Roughly 60 ministerial-level delegations and more than 500 young specialists are participating, providing opportunities for knowledge-sharing and insight into emerging technology trends.
WTDC-25 is expected to set the global digital development roadmap for 2026–2029, define regional priorities, and strengthen support for least-developed countries, landlocked regions and small island states.
“We are confident this event will significantly advance global digital inclusion and sustainable development,” Asadov said.
