UAE launches real estate incubator to train Emiratis as brokers, company founders
Dubai Land Department initiative aims to boost entrepreneurship, create jobs under national startup campaign
DUBAI, UAE (MNTV) — Fifty Emiratis will receive professional training to become real estate brokers and establish their own firms under a new incubator program launched by the Dubai Land Department (DLD).
The UAE Real Estate Incubator Program, part of the national campaign The Emirates, the Startup Capital of the World, was unveiled at a press conference by DLD Director General Omar Bu Shehab.
He described the initiative as a “milestone in the journey of the real estate sector” and a key step in advancing the country’s entrepreneurship agenda.
In its initial phase, the program will train Emiratis in two groups of 25, with the first batch beginning on October 27, 2025.
By the end of 2026, the incubator aims to graduate 50 Emirati-owned companies, shifting participants from individual brokers to full-fledged entrepreneurs.
“The goal is to build a generation of brokers who excel in negotiation, innovation, and raising Dubai’s global competitiveness,” Bu Shehab said.
According to DLD, Dubai currently has 30,000 active brokers, including 676 Emiratis. Since mid-2023, over 1,800 Emiratis have been certified, representing a 180 percent increase in participation and contributing Dh10 billion in real estate transactions.
The six-month program offers comprehensive training through the New Economics Academy, along with shared services in HR, finance, and technology, a real estate registration trustee, access to international broker networks, a technology lab, and a content creation studio.
Graduates will also receive an “Intilaq” license and one year of post-training mentorship from specialized consultants.
Abdullah Al Shehhi of DLD said the program aligns with the Dubai Economic Agenda, Dubai Social Agenda 33, and the Real Estate Strategy 2033. He emphasized that it will strengthen Emirati competitiveness, create sustainable income streams, and enable participants to open and manage their own companies.
Launched on September 21 by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the wider campaign seeks to train 10,000 Emiratis, support 250 new real estate firms, and generate 30,000 jobs over five years.
Other projects under the initiative include an Entrepreneurship Programme for business startups, the Emirati Tax Agent Programme to license 500 tax agents in partnership with the Federal Tax Authority, and a Specialised Content Creator Programme to train Emiratis in economic media production.
