TORONTO, Canada (MNTV) – A community photograph documenting a housing and services discussion for Muslim women has been deliberately distorted and weaponized to spread Islamophobic conspiracy theories about Muslims infiltrating Canadian municipal government.
The image—showing four women, three wearing hijabs, standing in front of Toronto City Hall—was falsely presented on social media as evidence of newly elected Muslim city councillors. The claim was entirely fabricated. None of the women in the photo hold elected office.
Farheen Khan, founder of the Women’s Mosque of Canada, who originally posted the image to document a civic discussion about social service gaps, later expressed dismay at how her community engagement work was transformed into fuel for religious hatred.
This is not a case of innocent misinformation. It is a deliberate propaganda campaign designed to stoke fear about Muslim political participation and to paint demographic diversity as a threatening “takeover.”
The conspiracy narrative—that Muslims are secretly gaining control of Canadian institutions—is a classic Islamophobic trope used to justify discrimination and violence.
The timing is significant. This misinformation spreads amid rising Islamophobic hate crimes across Canada. Police-reported hate crimes targeting Muslims increased significantly between 2020 and 2024.
