Kazakhstan moves to regulate artificial intelligence with new draft law
Kazakh Lawmakers approve bill to define state role, ethical norms, and support for AI development across sectors
ASTANA, Kazakhstan (MNTV) — Kazakhstan has taken a legislative step toward regulating artificial intelligence, with members of the lower house of parliament approving a draft bill that aims to govern the use of neural networks and related technologies across the country.
According to Silk Way TV, the bill passed its first reading and sets out legal and ethical frameworks for AI development, while outlining the state’s role in promoting innovation and ensuring public safety.
It also aims to provide clarity for developers and investors entering the growing AI sector.
Yerlan Koshanov, chairman of Kazakhstan’s lower house of parliament, said the bill aligns with global trends toward responsible AI governance.
“At the recent meeting of the National Kurultai, the Head of State once again emphasized the importance of advancing this field for our country,” he said.
“Despite the rapid growth in AI globally, only a few countries have a full legal framework. This bill draws from international best practices.”
The legislation outlines ethical principles for the use of neural networks, safeguards copyright protections for Kazakh developers, and addresses the use of AI in public-facing technologies.
It also includes support for research funding, academic programs, and international cooperation.
One of the key proposals is the creation of a National Artificial Intelligence Platform—a centralized infrastructure designed to assist developers with tools and access to curated data libraries for training AI models.
“In addition to the toolset, the platform will establish and provide developers with access to data libraries for training AI models,” said parliamentarian Yekaterina Smyshlyayeva.
If enacted, the law would place Kazakhstan among the few countries globally with a dedicated legislative framework for AI, signaling its intention to become a regional leader in the field.
