Uzbekistan unveils $5B tourism project to transform Tashkent region
Joint venture with Azerbaijani firm aims to build all-season resort, boost jobs, and attract global visitors to mountain district
TASHKENT, Uzbekistan (MNTV) — Uzbekistan has approved a $5 billion investment project to develop a large all-season resort in the Bostanlyk district of the Tashkent region as part of its strategy to expand tourism and infrastructure in the country’s mountainous northeast.
The resort, called Sea Breeze Uzbekistan, will be developed by Azerbaijan’s Agalarov Development in partnership with a joint venture selected by Uzbekistan’s government. The plan was confirmed last week in a resolution adopted by the Cabinet of Ministers, according to UZ Daily.
Spanning more than 570 hectares, the project aims to turn the district into a year-round destination with hotels, recreational facilities, and upgraded infrastructure. Authorities expect the development to boost local employment, increase tourism revenue, and improve services for both domestic and international travelers.
The investor is required to follow international standards in sustainable tourism and urban planning. All construction plans must be reviewed by relevant state agencies, and tariffs for utilities within the resort will be regulated in coordination with national authorities.
The Prosecutor General’s Office will oversee compliance with environmental and legal regulations during the project.
The resolution also includes guidelines on land and property rights. Parts of the project site include privately owned homes and businesses, and the government has mandated that any acquisition be handled with legal documentation and fair compensation in accordance with existing laws.
Environmental protection measures are built into the project. Developers are required to preserve green areas where possible, transplant trees instead of cutting them down, and take steps to prevent any pollution of the Charvak Reservoir and Chirchik River. Wastewater will be diverted to a treatment facility in nearby Chirchik city.
In addition to the resort complex, the plan includes upgrades to surrounding infrastructure and public spaces, aiming to improve quality of life for local residents and enhance the region’s appeal as a tourism hub.
