Kyrgyzstan drafts AI strategy to drive growth and digital governance
Bishkek outlines first national AI strategy, aiming to boost productivity, modernize services, and expand opportunities for citizens
BISHKEK, Kyrgyzstan (MNTV) —Kyrgyzstan is preparing its first national artificial intelligence strategy, positioning the Central Asian state to harness emerging technologies for economic growth and social development.
At a meeting of the National Council on the Development of Artificial Intelligence, participants reviewed a draft roadmap designed to lift labor productivity, strengthen competitiveness, and create modern infrastructure for the economy.
Officials described the plan as a step toward ensuring Kyrgyzstan is not left behind as AI reshapes global markets and regional competitors such as Kazakhstan and Uzbekistan accelerate their own digital strategies.
The draft emphasizes using AI to transform public services, making them more accessible and efficient for citizens. Participants said that digital tools could modernize governance while also acting as a catalyst for sustainable growth and improved living standards.
“Artificial intelligence must be applied where it delivers real benefits to people — from faster services to more transparent institutions,” one official said during the session.
The United Nations Development Programme presented its 2025 human development report at the meeting, underlining the importance of digitalization for raising Kyrgyzstan’s Human Development Index.
The report highlighted how AI could accelerate scientific research, diversify the economy, create jobs, and strengthen education systems. It also stressed the technology’s potential to expand the country’s “human creative potential” by freeing people from repetitive work.
Council members outlined specific steps for phased implementation, starting with pilot projects in governance and education before scaling to business and research.
They emphasized that policies must remain flexible to adapt to rapid global changes in technology and regulation, particularly as countries worldwide debate ethical standards and safeguards.
Analysts say Kyrgyzstan’s AI roadmap reflects not just a government initiative but a broader national aspiration — to transform a remittance-dependent economy into a knowledge-driven one.
