Azerbaijan jumps 41 places in global AI readiness index

BAKU, Azerbaijan (MNTV) — Azerbaijan has climbed 41 places in the 2025 Government AI Readiness Index by Oxford Insights, rising to 70th globally from 111th last year, according to Report news agency.
The country posted an overall score of 48.96, up from 39.92 in 2024, reflecting gains across policy, governance and public-sector adoption of artificial intelligence.
In the index’s subcategories, Azerbaijan scored 53.5 in policy capacity, 46.21 in AI infrastructure, 50 in governance, 66.97 in public-sector adoption, 34.73 in development and diffusion, and 58.27 in resilience.
Azerbaijan ranked first among South Caucasus countries and third among Central Asian states. Armenia placed 108th with a score of 37.17, Georgia 84th with 43.1, Kazakhstan 60th with 55.86, Uzbekistan 62nd with 54.69, Tajikistan 135th with 27.37, Kyrgyzstan 116th with 33.69, and Turkmenistan 166th with 20.75.
Within the broader South and Central Asia region — which ranks sixth globally with an average score of 41.41 — Azerbaijan placed fifth, behind India, Türkiye, Kazakhstan and Uzbekistan. It ranked ahead of Bangladesh, Pakistan, Sri Lanka, Bhutan, Nepal, the Maldives and Afghanistan.
Oxford Insights said the region’s improved global standing is driven largely by increased government use of AI in public services and long-standing investments in e-government, alongside efforts to expand computing capacity and strengthen local innovation ecosystems.
