Iraq rolls out Dhamani digital health platform
New system aims to expand insurance coverage, digitize medical records and modernize healthcare delivery nationwide
BAGHDAD, Iraq (MNTV) — Iraq has launched a national digital health insurance system with the rollout of the Dhamani platform, marking a major step toward automating healthcare services under the country’s Health Insurance Law, officials said.
Health Minister Saleh Al-Hasnawi announced the establishment of the Digital Center for Health Insurance Services, describing the initiative as the first phase of Iraq’s transition toward a fully digitized public healthcare system.
The Dhamani platform allows registered Iraqi citizens to enroll online, update personal data and manage access to medical services electronically.
Under the new system, beneficiaries will receive a smart magnetic card containing a comprehensive electronic medical record, including patient history, diagnoses, prescribed medications and laboratory test results.
Officials say the platform is designed to improve efficiency, transparency and continuity of care across public health facilities.
Al-Hasnawi said the project represents a foundational shift toward healthcare automation and will gradually integrate digital tools into service delivery nationwide.
Meanwhile, Ali Ahmed Ubaid, Director General of the Health Insurance Fund, said the 2026 implementation plan aims to provide coverage to three million citizens. The first phase will target one million residents in Baghdad, followed by an additional two million beneficiaries across nine provinces, allocated according to population size.
The electronic health insurance system will be introduced progressively in the capital, while other provinces are expected to adopt it more comprehensively. Beneficiaries will also receive biometric cards to access services under the scheme.
Hassanein Shabar, head of the Iraqi Doctors Syndicate, described the platform as a milestone for the health sector, noting that it establishes a unified digital system covering registration, treatment and financial administration.
